Communications Authority of Maldives
The Communications Authority of Maldives has the mandate of regulating the communications sector, creating an environment conducive for promoting competition in communications services and developing these services in accordance with the national Telecom Policy and Maldives Telecommunications Regulation 2003.
The Authority is run by a Regulatory Board who is responsible for the administration and enforcement of the Maldives Telecommunications Regulation 2003. The Regulatory Board may delegate the powers and functions of the Authority to a department, section or person working for the Authority.
The Chief Executive is empowered by the Board for implementing its decisions in accordance with the Regulation.
The current Chairman of the Board is Mr. Moosa Salih and the other board members are comprised of Mr. Mohamed Imad, Mr. Ahmed Fazeel, Ms.Neena Ahmed Manik, Mr. Ahmed Murad, Mr. Ilyas Ahmed and Mr. Mohamed Nasih. Mr. Ilyas Ahmed is also the Chief Executive of CAM.
The Authority comprises of the following five main functional sections:
1. Regulatory Services
This section handles all industry related matters, including the licencing of telecom service providers and the management, monitoring and compliance of the licence obligations. Other functions include market assessment and promotion of competition, regulation of tariffs, looking into public grievances and carrying out consumer awareness programs.
2. Standards and Technical Regulations
The Standards and Technical Regulations section formulates technical standards for all equipment generating radio frequency, including all radio-communication, telecommunication and also non-telecommunication equipment which generate radio frequency energy. This section is also responsible for the management and interference monitoring of the radio spectrum, and the planning and enforcing of the electronic addressing and numbering plan.
3. Telecom Development
This section is responsible for the overall planning and development of the communication sector. The other functions include industry research and analysis, studying global trends and coordination with international and regional telecom organisations such as the International Telecommunation Union (ITU) and the Asia-Pacific Telecommunity (APT).
4. Management and Public Services
This section manages the customer front office and all other customer related services such as issuing radio-communication equipment licences. The other funcions include the general administration of the authority, providing information services, human resource development management and finance and accounting functions.
5. Legal
Legal, support is out sourced. Legal advice is generally required on an adhoc basis. Legal advise is often required during times of negotiations to modify or issue licence, and to check the legal rights during specific matters that may arise from time to time regarding the Operating Licence. Legal advice is also sought in formulating subordinate regulations, which shall complement the Telecommunications Regulation 2003 as and when such need arises. Financial and technical analysis is required for approval of new tariffs, appraisal of new projects and also to check the companies’ financial statements.
